Graduated Financial College in Chisinau and Moldovan State University, economist.

1974–1991 — Senior accountant, senior inspector, senior inspector-reviser, Chief of Budgetary Department of the Financial Department in Briceni.

1991–1994 — Chief of Budgetary Department, Deputy Chief of the economy-financial Department in Briceni, Interim Deputy Chair of the Briceni Executive Committee, Interim Chief of the Economy-financial Department.

1994–1996 — Deputy Chief of the General Department for budget drafting and analysis, Chief of Local Budgets Section of the Budget Department, Ministry of Finance.

1996–2000 — Chief of the General Department for budget drafting and synthesis, Director of the Budget Department.

2000–2001 — Deputy Minister of Finance.

2001–2002 — Senior Deputy Minister of Finance.

On February 8, 2002 appointed via a presidential decree as interim Minister of Finance, while on February 26, 2002 — Minister of Finance.

Based on the Parliament confidence vote, via a presidential decree, on April 19, 2005 appointed Minister of Finance.
