Five concrete solutions for the Chisinau municipality civilization:

1. De-bureaucratisation;
2. Excluding false companies from the network of public/communal services;
3. Increasing municipal budget;
4. Attracting foreign investments;
5. Transparent spending of public money.

Top objectives:

1. De-bureaucratisation of the Mayoralty administration, (re)hiring public officers based on a contest, officials would have to declare their income and assets prior and after employment.
2. Simplifying, speeding, and making more user-friendly all the services provided by the mayoralty. Penalising officials that fail to resolve complaints lodged by citizens in due time.
3. Opening hot-lines for citizens to report corruption and misbehaviour of the officials.
4. Revising tariffs on communal services. Selecting in open tender suppliers. Excluding intermediaries in the provision of services.
5. Lightening the streets of Chisinau and highways connecting downtown with suburbs.
6. Making sewage and cleaning services more efficient. Building a garbage processing factory.
7. Modernising and diversifying transportation. Paved streets. Opening underground parking, building highways surrounding Chisinau for transit vehicles.
8. Road renovation to be done by firms selected in a tender and that would provide clear guarantees for the quality of the roads.
9. Mortgage housing. Distributing plots located in attractive areas only to companies that would charge reasonable prices on the housing.
10. Resolving unemployment issue by attracting foreign investments. New jobs would lure back Moldovan citizens working abroad.

Strategic objectives:

1. Involving the best architects in developing a Development Plan of the Chisinau Municipality for at least 50 years. The plan is to provide for extending trolleybus and tram routes to the villages around Chisinau, building a metro line.
2. Launching a special program for developing the villages around Chisinau municipality so that their living standards would be brought in accordance with those in urban areas. The program would provide: roads, transportation, lightening, telephone lines, gas supply, and water supply, renovating schools, kindergartens and hospitals.

Two efficient ways of fighting corruption:

1. Enforcing European Covenant — civil and criminal — against corruption, providing concrete methods used by civilized countries in fighting corruption.
2. Raising salaries, specifically to teachers, doctors, artists and police.

Three sources of funding:

1. Increasing municipal budget (50% of the money collected to be spent in the municipality, as compared to the current 22%!)
2. Foreign investments and long-term credits.
3. Grants from international organizations.
