Born in 1952, Saratica Noua village, Leova rayon.

In 1978 graduated State Pedagogical University in Tiraspol.

Worked as: teacher, Chief of Department, School Director, Secretary of Party Organization, Deputy chair of Ribnita Executive Committee.

Since 1990 — Chief of Planning and Finances Department, Deputy Minister of Education, Counselor of the President of the Parliament.

1999 — municipal Counselor.

1999 — President of the Labor Union Party. Member corespondent of the International Management Academy.

2001–2002 — Deputy in the Parliament of the Republic of Moldova.

2002–2003 — Minister of Education of the Republic of Moldova.
